Light green - signatories which have not ratified; dark green - signatories which have ratifies; white - member states which are not signatories; grey - non-member states of the Council of Europe.

Borders used, including disputed territories (Kosovo, Abkhazia, S. Ossetia, Transnistria, NKR, Northern Cyprus) as parts of UN member states claiming them. NB According to its declaration, Denmark applies FCNM to the German minority in Jutland only. Therefore Greenland is not coloured.
